On Climate … Two Questions

On global warming.
- If quarterly or monthly global mean tropospheric temperature averages (which isn’t “weather” by the way) aren’t meaningful than what is? What weather data is meaningful when talking about climate “change?”
- Those temperatures have been trending sharply down for about 30 months or so now. How much longer before the downward trend becomes meaningful?
