Thanks for linking to my article. You ask if chronic homelessness is a euphimism for the mentally ill? Neither I nor any of my professional colleagues who work in the field of homeless services would say that it is. HUD has provided the definition for chronic homelessness, which is a homeless individual that has experienced extended homelessness and has a disabling condition. That disabling condition is predominantly mental illness and/or substance abuse. The defining characteristic that HUD is attempting to address is extended homelessness. So its not clear how one concludes that chronic homelessness is a euphimism for the mentally ill.
